Felipe Michelini is a human rights law professor at the University of the Republic of Uruguay, as well as a member of Parliament in Uruguay. He served as a consultant to the General Secretariat of the United Nations Truth Commission (Republic of El Salvador) in 1992 and 1993, and to the Inter-American Institute of Human Rights in
1994. He directed the Center for Justice and International Law for the Southern Cone in 1993 and 1994. Between 2005 and 2009, Michelini was the Deputy Secretary of the Ministry of Education, Culture and Human Rights and in this capacity chaired Uruguay's delegation to UNESCO. Michelini co-founded the Mercosur Human Rights Public Policy Institute, which works to advance a human rights agenda within the Mercosur countries. He received his Doctor of Law and Social Sciences from the University of the Republic of Uruguay, and his L.L.M. from Columbia University Law  School.
