Chile’s constituent process is being closely watched across the world.  Not only does reform offer a path out of the profound legitimacy crisis threatening Chilean democracy, but it offers Chileans an opportunity to build a more inclusive, participatory, and responsive system.  As such, the repercussions of Chile’s process will likely extend beyond its borders.  Thanks to strong state institutions and an effective rule of law, any innovations produced by Chile’s constituent convention will likely have teeth—and likely endure. 

Throughout the constitutional change, DRCLAS will provide a platform for open and high-caliber academic debate on critical issues facing Chileans as they rethink and redesign their constitution.  Aimed at an audience extending beyond Chile to include the rest of Latin America and the United States, the Foro will bring together scholars, practitioners, and opinion leaders from across the political spectrum—and across the world--to debate issues such as social rights and the future of Chile’s famed economic model, how to restore legitimacy to a political system that has lost public trust, the promise and limitations of a “green” constitution, the potential role of direct and participatory democratic institutions, and how to improve democratic representation, especially of women, indigenous communities, and other historically under-represented minorities.

El proceso constituyente de Chile se está siguiendo de cerca en todo el mundo.  La reforma no solo ofrece un camino para salir de la profunda crisis de legitimidad que amenaza a la democracia chilena, sino que ofrece a los chilenos la oportunidad de construir un sistema más inclusivo, participativo y responsivo. Como tal, las repercusiones del proceso se extenderían más allá de sus fronteras. Gracias a instituciones estatales sólidas y a un estado de derecho efectivo, cualquier innovación producida por la convención constituyente de Chile tendrá fuerza y ​​probablemente perdurará. 

 

A lo largo del cambio constitucional, DRCLAS proporcionará una plataforma para un debate académico abierto y de alto calibre sobre temas críticos que enfrentan los chilenos al repensar y rediseñar su constitución. El foro, dirigido a una audiencia que se extiende más allá de Chile, pretende incluir al resto de América Latina y a los Estados Unidos. Este reunirá a académicos, profesionales y líderes de opinión de todo el espectro político, y de todo el mundo, para debatir temas como: los derechos sociales,  el futuro del famoso modelo económico de Chile, ¿cómo restaurar la legitimidad de un sistema político que ha perdido la confianza pública?, la promesa y las limitaciones de una constitución “verde”, el rol potencial de las instituciones democráticas directas y participativas y ¿cómo mejorar la representación democrática, especialmente de mujeres, pueblos indígenas y otras minorías históricamente subrepresentadas?

 

Biografías/BIOS

Steven Levitsky – Director del Centro David Rockefeller para Estudios Latinoamericanos, Profesor David Rockefeller de Estudios Latinoamericanos y Profesor de Gobierno. El Dr. Levitsky también es miembro del Comité Ejecutivo del Centro Weatherhead para Asuntos Internacionales. Tiene un PhD en Ciencias Políticas de la Universidad de California, Berkeley y una Licenciatura en Ciencias Políticas de la Universidad de Stanford. /Director, David Rockefeller Center for Latin American Studies; David Rockefeller Professor of Latin American Studies and Professor of Government; Harvard University. Co-Chair, DRCLAS Tuesday Seminar series. Dr. Levitsky is also a member of the Executive Committee of the Weatherhead Center for International Affairs. Dr. Levitsky has a PhD in Political Science from the University of California, Berkeley and a BA in Political Science from Stanford University.

La Doctora Heiss tiene un doctorado en Ciencias Políticas de New School for Social Research (NSSR), Estados Unidos y una Maestría en Ciencias Políticas, Columbia University. Expresidente de la Asociación Chilena de Ciencia Política 2012-2014. /Professor at the Institute of Public Affairs (INAP), University of Chile; Member of the technical commission of the current constituent process. Former President of the Chilean Political Science Association 2012-2014. Doctor Heiss has a Ph.D. in Political Science, New School for Social Research (NSSR), United States and a Master of Arts in Political Science, Columbia University. Journalist, University of Chile. 2001-2002 Fulbright Scholar.

Sebastián Soto – Profesor de Derecho Constitucional, Departamento de Derecho Público; Director del Departamento de Derecho Público, Facultad de Derecho, Universidad Católica; DRCLAS Luksic Visiting Scholar, Universidad de Harvard (2013-2014). Es Doctor en Ciencia Política de la Universidad de Carolina del Norte en Chapel Hill, Estados Unidos. Ha sido profesor visitante en las universidades de Columbia (2018), Brown (2016), Harvard’s DRCLAS Luksic Visiting Scholar, (2012-13), Sciences-Po (2013 and 2019) y Princeton (2008). Es columnista habitual en CIPER-Chile. /Professor at the Institute of Political Science and the School of Government of the Pontificia Universidad Católica de Chile and associate researcher at the Millennium Institute Fundamentals of Data. He is a Doctor of Political Science from the University of North Carolina at Chapel Hill, United States. Dr. Luna has been a visiting professor at the universities of Columbia (2018), Brown (2016), DRCLAS Luksic Visiting Scholar, Harvard (2013), Sciences-Po (2013 and 2019) and Princeton (2008). He is a regular columnist at CIPER-Chile.
