The Relation Between the President and the Congress over the Budget: The Case of the United States and Chile
Sebastian Soto received holds a LLM from Columbia University Law School and a JD from the Pontificia Universidad Catolica de Chile where he is currently a Law Professor. He has published numerous articles on constitutional law and has recently directed his research interests to budgeting and the lawmaking process. He has worked with the think tank, Libertad y Desarrollo and has been a Fulbright Congressional Fellow in the Office of former Senator Norman Coleman (MN). Sebastian Soto comes to the Center after serving as the head of the Juridical and Legislative Division in the Ministry of the Presidency of Chile (2010 – 2014).
