Julio Antonio Fernandez born in La Havana 1975, is a Bachelor of Law, Bachelor of History, and Doctor of Legal Sciences from the University of Havana. Professor at the University of Havana from 1999 to 2016. Titular Professor since 2013. He has published articles and book chapters in Cuba, Latin America, Europe and the United States. He has lectured in Italy, Mexico, Guatemala, Peru, Argentina, and Spain on Cuban law and politics. Columnist in the independent Cuban media press El Toque. He is an expert in Roman Law, History of Law, Theory of the State and Theory of Law. He researches on Cuban Constitutional Law and issues related to democracy, the Cuban political system and improvement of the Cuban legal system.

Fernandez joins the Cuba Studies Program at DRCLAS under the Scholars at Risk Fellowship awarded by Harvard University.
